RME Alliance, LLC is the current name of a practice founded in 2003 — first as Risk Management & Engineering, Ltd., then as RME Safety and Environmental, LLC.
The work started earlier than the firm did.
In 1999, when the EPA RMP rule and the OSHA PSM standard reached agricultural fertilizer facilities, one of our founders was assigned his first off-site consequence analysis for anhydrous ammonia at an ag site. That single project grew into the services we provide this industry today.
The practice was built around a common vision: hands-on service backed by deep federal, state, and local regulatory knowledge. Over the next decade it grew from fertilizer and ag chemical process safety into a broader environmental compliance practice.
We develop PSM and RMP programs according to the OSHA standard and the EPA rule, whereas the design, evaluation, mechanical integrity, and audit of the process itself are held to CGA G-2.1/ANSI K61.1. This has been our approach since the firm’s earliest days. When the 2013 explosion in West, TX changed how the industry, the agencies, and the insurers viewed fertilizer storage, this approach was what our clients needed to protect their people and surrounding communities. The regulation sets the obligation; the consensus standard is how you meet it and how you prove you did.
Today RME Alliance runs PSM/RMP, SPCC, air permitting, EPCRA reporting, audit, and training programs for agricultural chemical retailers, wholesalers, manufacturers, and industrial operators in more than 30 states. Some of those client relationships date back to the firm’s first years.

Ken Goodman
With 37 years of environmental consulting experience, Ken serves as the Principal Consultant for RME Alliance, LLC, and supports training, site inspections, audits, and quality review across RME’s programs. He works with clients at both the corporate and facility level, and is the firm’s certified Responsible Ag auditor.
Ken co-founded the RME practice in 2003 with a core commitment to providing exceptional customer service, understanding the regulations, and delivering a quality defensible product to the customer. Before RME, he spent more than a decade as a federal contractor consultant to EPA’s RCRA and CERCLA programs which involved site assessments and investigations, compliance audits, and enforcement work across EPA Regions 4, 5, 6, 7, and 9. With this experience, Ken transitioned into the private-sector industry where he was exposed to the regulatory challenges in the chemical agriculture industry, including the: EPA (Air Permitting, RMP, Water, Waste, Pesticide); OSHA PSM; FRA; and DOT. Today, RME provides services to agricultural chemical, oil and gas, chemical manufacturing, and industrial clients in more than 30 states.

Brennan Goodman
Brennan leads RME Alliance’s day-to-day practice and carries the firm’s largest multi-site portfolios. His work centers on PSM and RMP compliance for agricultural chemical distributors, mobile pipe reactors, and industrial operators — anhydrous ammonia, aqueous ammonia, ammonium nitrate, and ammonium polyphosphate in particular — along with air permitting, SPCC, and EPCRA reporting across more than 30 states.
He serves as team leader for process hazard analyses and revalidations, leads compliance audits and corrective action programs, and handles air permitting and dispersion modeling for industrial chemical clients. He acts as the point of contact between clients and the agencies that regulate them. Clients bring him the projects that demand technical rigor and regulatory judgment — work that has to satisfy the regulator, the engineer, the corporate office, and the people actually running the operation.
